He was Archbishop of Quebec and Primate of Canada from 2002 to 2010. He was made a cardinal by Pope John Paul II on 21 October 2003. Ouellet was considered a papabile to succeed Pope Benedict XVI, who resigned on 28 February 2013.

He was a student of Milton Friedman and has co-authored numerous books and articles with Anna Schwartz.
