Marquess Ōkuma Shigenobu was a Japanese statesman and a prominent member of the Meiji oligarchy. He served as Prime Minister of the Empire of Japan in 1898 and from 1914 to 1916. Ōkuma was also an early advocate of Western science and culture in Japan, and founder of Waseda University. He is considered a centrist.

Charles Robert Spencer, 6th Earl Spencer,, styled The Honourable Charles Spencer until 1905 and known as Viscount Althorp between 1905 and 1910, was a British courtier and Liberal politician from the Spencer family. An MP from 1880 to 1895 and again from 1900 to 1905, he served as Vice-Chamberlain of the Household from 1892 to 1895. Raised to peerage as Viscount Althorp in 1905, he was Lord Chamberlain from 1905 to 1912 in the Liberal administrations headed by Sir Henry Campbell-Bannerman and H. H. Asquith. In 1910, he succeeded his half-brother in the earldom of Spencer. He was married to Margaret Baring, a member of the Baring family.

Muhammad V an-Nasir, commonly known Naceur Bey was the son of Muhammad II ibn al-Husayn and the fifteenth Husainid Bey of Tunis, ruling from 1906 until his death. He was named Divisional General of the Beylical army when he became Bey al-Mahalla on 11 June 1902, and assumed the rank of Marshal when he succeeded Muhammad IV al-Hadi on 11 May 1906.

William Evans Crow was an American lawyer and Republican party politician from Uniontown, Pennsylvania. He served in the Pennsylvania State Senate from 1907 until 1921, and was the body's President pro tempore in 1911. In 1921, he was appointed to the United States Senate, after Philander C. Knox died in office. Crow himself died in office less than a year after his appointment.
