As a diplomat, he served in Indonesia, as the British Representative to Montenegro, and in Iraq, as Deputy Governorate Coordinator in Maysan and Dhi Qar, before establishing the Turquoise Mountain Foundation in Afghanistan, and becoming the Ryan Professor of Human Rights at Harvard University's Kennedy School.
