Francisco Moreno Barrón is a Mexican bishop who served as auxiliary bishop in the Arquidiócesis of Morelia from 2002 to 2008 and. On 28 March 2008 Benedict XVI appointed him as the third bishop of Tlaxcala. He was installed in the diocese on 28 May 2008, and has served since then as shepherd of this diocese. On June 16, 2016, Pope Francis appointed him Archbishop of Tijuana.

Francisco Preciado de la Vega
Francisco Preciado de la Vega (1713–1789) was a Spanish painter, active mainly in Italy. He was born in Écija, Spain, and initially trained with Domingo Martinez, but he visited Rome in 1733, where he entered the school of Sebastiano Conca. He painted some pictures in Rome, including a Holy Family for the church of the Forty Saints. He was appointed painter to the camera of King Ferdinand VI and director of the Spanish Academy at Rome. He lived most of his life at Rome, where he died.

Francisco Domingo Joseph Bouligny y Paret was a high-ranking Spanish military and political figure in Spanish Louisiana. As a francophone in Spanish service, he was a bridge between Creole and French Louisiana and Spain following the transfer of the territory from France to Spain. Bouligny served as lieutenant governor under Bernardo de Gálvez, founded the city of New Iberia in 1779, and served as acting military governor in 1799.
