Emperor Wen of Sui, personal name Yang Jian (楊堅), Xianbei name Puliuru Jian (普六茹堅), alias Narayana deriving from Buddhist terms, was the founder and first emperor of China's Sui dynasty. He was a hard-working administrator and a micromanager. The Sui Shu records him as having withdrawn his favour from the Confucians, giving it to "the group advocating Xing-Ming and authoritarian government." As a Buddhist, he encouraged the spread of Buddhism through the state. He is regarded as one of the most important emperors in ancient Chinese history, reunifying China in 589 after centuries of division since the fall of the Western Jin dynasty in 316. During his reign, the construction of the Grand Canal began.

Mao Sui, was born in the Zhao state during the Warring States period. He was a retainer of Lord Pingyuan, namely Zhao Sheng. Mao lived in Zhao for three years but success eluded him. In 257 BC, after the Battle of Changping, Zhao refused to cede territory to the Qin. As a result, Qin attacked Handan, the capital of Zhao. On its part, Zhao sought assistance from the Chu state. Mao Sui recommended himself to the Chu State and was successful in persuading the Chu to assist Zhao. In return, Mao Sui gained fame, and it was widely believed that: "A good tongue of Mao Sui is stronger than a million soldiers."

Deng Sui (鄧綏), formally Empress Hexi was an empress during the Han dynasty of Chinese history. She was Emperor He's second wife, and after his death "ruled the Empire for the next decade and a half with conspicuous competence." As empress dowager, she served as regent for Emperor He's son Emperor Shang and nephew Emperor An in 106-121, and she was regarded as an able and diligent administrator. She is also considered responsible for the world's first official adoption of paper, and was a patron of the arts. During her regency, she cut palace expenses, provided relief for the poor, was able to meet the challenge of natural disasters including crippling floods, droughts and hailstorms in several parts of the empire, as well as largely quelling wars with Xiongnu and Qiang. She was praised for her attention to criminal justice. Well educated, Empress Deng created new positions for scholars, encouraged original thinking, and was responsible for the standardization of the five classics. She called 70 members of the imperial families to study the classics and oversaw their examinations herself. She is seen as the last effective ruler of the Han Empire, as the later Emperors and Empress Dowagers are pulled into internal power struggles and corruption, leading to the fall of the Empire.
