He is a University professor of International Affairs, Law and Political Science at Columbia University - School of International and Public Affairs. He is the former director of Columbia Global Policy Initiative. He co-directs the Center on Global Governance at Columbia Law School.

Although in 2002 Democrats increased their number of governorships, Doyle was the only one of them to unseat a Republican. Doyle also served as Wisconsin’s Attorney General for 12 years before becoming Governor. He is currently an attorney 'of counsel' in the Madison, Wisconsin office of the law firm of Foley & Lardner and serves on the corporate board of Epic Systems.

He was previously Member for Malvern in the Legislative Assembly of Victoria from 1992 to 2006 and Leader of the Victorian Opposition from 2002 to 2006, representing the Liberal Party.
