Born in 1958, Al-Qallaf studied Sharia law before being elected to the National Assembly in 1996. While political parties are technically illegal in Kuwait, Al-Qallaf affiliates with the Shia deputies.

He was Chancellor of Mackenzie Presbyterian University from 2003 to 2013. He is considered one of the greatest Brazilian conservative theologians. He is married to Minka Lopes and has four children.
