A member of the Conservative Party, he was Member of Parliament (MP) successively for Berwick and East Lothian, Edinburgh South and Devizes. He served as a member of Margaret Thatcher's and John Major's ministries, followed by the Shadow Cabinet from 1997 to 2005, latterly as Deputy Leader of the Conservative Party under Iain Duncan Smith and Michael Howard.
