He was Minister of Agriculture from 1911 to 1913 and Minister of the Interior from 1917 to 1920. In 1913 he was a candidate for the presidency of France. He is known for the "Hôtel Pams", a mansion in Perpignan that was redesigned and decorated to his taste, and is now a conference center.
