Under President Sergei Bagapsh, he previously served as Prime Minister from 2005 to 2010 and Vice-President from 2010 to 2011. He was appointed Prime Minister again on 23 April 2020.

Davis attended Oak Hill Academy, Kansas University, the University of Florida, Hutchinson Community College, and the University of Arizona and played collegiately at all, except for Florida. In his one season at Hutchinson in 1994, Davis led team to the NJCAA championship.
