Charles N. P. Phipps
Charles Nicholas Paul Phipps, of Chalcot House, near Westbury, Wiltshire, was a merchant trading with Brazil, who sat as Conservative MP for Westbury (1880–1885) and was High Sheriff of Wiltshire (1888).
