Shukri Mohammed Ghanem was a Libyan politician who was the General Secretary of the General People's Committee of Libya from June 2003 until March 2006 when, in the first major government re-shuffle in over a decade, he was replaced by his deputy, Baghdadi Mahmudi. Ghanem subsequently served as the Minister of Oil until 2011. On 29 April 2012, his body was found floating on the New Danube, Vienna.

Shukri al-Quwatli was the first president of post-independence Syria. He began his career as a dissident working towards the independence and unity of the Ottoman Empire's Arab territories and was consequently imprisoned and tortured for his activism. When the Kingdom of Syria was established, Quwatli became a government official, though he was disillusioned with monarchism and co-founded the republican Independence Party. Quwatli was immediately sentenced to death by the French who took control over Syria in 1920. Afterward, he based himself in Cairo where he served as the chief ambassador of the Syrian-Palestinian Congress, cultivating particularly strong ties with Saudi Arabia. He used these connections to help finance the Great Syrian Revolt (1925–1927). In 1930, the French authorities pardoned Quwatli and thereafter, he returned to Syria, where he gradually became a principal leader of the National Bloc. He was elected president of Syria in 1943 and oversaw the country's independence three years later.

Shukri Mustafa was an Egyptian agricultural engineer who led the extremist Islamist group Jama'at al-Muslimin, popularly known as Takfir wal-Hijra. He began his path toward Islamist thought by joining the Muslim Brotherhood in the 1960s. After being arrested for activities related to the group he became interested in the works of Sayyid Qutb and other radical thinkers. After being released in 1971, he gathered followers and withdrew from contemporary society. He was executed on March 19, 1978, after kidnapping and killing an Egyptian government minister and mainstream Muslim cleric, Muhammad al-Dhahabi. He was sentenced to death after a swiftly arranged military tribunal, alongside four other leaders.
