As Samuel struggled to preserve his country's independence from the Byzantine Empire, his rule was characterized by constant warfare against the Byzantines and their equally ambitious ruler Basil II.

He was only seven when he succeeded his father in 1241. In the following years, the Mongols invaded Bulgaria and imposed a yearly tax on the country. He may have been poisoned, according to contemporaneous rumors about his death.
