Representing Welsh Cycling and Great Britain in international competitions, Barker is an Olympic, two-time world and six-time European champion in the team pursuit, as well as a two-time world champion in the points race and scratch race. Barker was appointed Member of the Order of the British Empire (MBE) in the 2017 New Year Honours for services to cycling.

In April 2013, he was named the Lions' captain for the 2013 tour to Australia, and was also named as captain for the 2017 tour to New Zealand. Warburton holds the record for the most Wales caps as captain (49).
