Lou Qinjian is a Chinese politician, currently serving as the Communist Party Secretary of Jiangsu Province. Previously, Lou had served as Communist Party Secretary, Governor of Shaanxi and Deputy Minister of Industry and Information Technology. He has a Ph.D. in computer science from Huazhong University of Science and Technology.
