Francesc Palou or Francisco Palóu (1723–1789) was a Spanish Franciscan missionary, administrator and historian on the Baja California Peninsula and in Alta California. Palóu made significant contributions to the Alta California and Baja California mission systems. Along with his mentor, Junípero Serra, Palóu worked to build numerous missions throughout Alta and Baja California, many structures of which still stand today. A member of the Franciscan Order, Palóu became "Presidente" of the missions in Baja California, and later of missions of Alta California. Palóu's work in the Spanish mission system spans from his early twenties to his death at the age of 66.

Francisco Xavier de Luna Pizarro was a Peruvian priest, politician and lawyer. He served as Archbishop of Lima from 1846 to 1855, deputy for Cusco and Arequipa, and President of the Constituent Congresses of 1822, 1828 and 1834.

Francisco de Vitoria was a Spanish Roman Catholic philosopher, theologian, and jurist of Renaissance Spain. He is the founder of the tradition in philosophy known as the School of Salamanca, noted especially for his contributions to the theory of just war and international law. He has in the past been described by some scholars as one of the "fathers of international law", along with Alberico Gentili and Hugo Grotius, though contemporary academics have suggested that such a description is anachronistic, since the concept of international law did not truly develop until much later. American jurist Arthur Nussbaum noted that Vitoria was "the first to set forth the notions of freedom of commerce and freedom of the seas."

Francisco Becerra was a Spanish architect. Born in Trujillo (Extremadura), he designed and worked on several cathedrals in the New World.

Francisco Agustín y Grande (1753–1800) was a Spanish painter of the Neoclassic style. He was born in Barcelona. He studied in Rome under Anton Raphael Mengs, and returned to become the director of a school of design in Cordoba. In 1799, he became a member for the Royal Academy of San Fernando in Madrid. He mainly produced devotional paintings for churches in Cordoba.
